International Committee of the Red Cross Accompanies Militant Group in Recovery for Remains of Captives in Gaza

A Red Cross official confirmed that its personnel accompanied members of Hamas into areas of Gaza still under IDF control to support the hunt for the bodies of individuals held captive.

Truce Terms and Captive Remains Handover

Under the US-brokered ceasefire, which took effect on October 10, Hamas is required to hand over the remains of all captives promptly. In exchange, Israel has agreed to transfer the remains of 15 Palestinians for each Israeli.

Hamas has to date returned the remains of fifteen of those held captive but zero in the last five days, as some of those bodies are thought to be in locations past the ceasefire boundary designating the temporary truce line.

ICRC Role as Neutral Intermediary

“At the request of the involved sides, the International Committee of the Red Cross (ICRC) accompanied a participant in the hostilities as the party looked for the bodies of the deceased individuals beyond the IDF-designated ‘yellow boundary’,” said a representative for the organization.

She added: “The parties to the conflict established the modalities of the mission and entrusted the ICRC to act as a neutral intermediary. The ICRC was had no part in the discussions.”

She further explained: “Our team was not involved in the search for the bodies nor does it take part in the retrieval of remains.”

US Demand and Regional Search Efforts

On Saturday, the US president delivered a 48-hour demand to the organization. “Hamas is going to have to start returning the remains of the deceased hostages, including two Americans, quickly, or the additional nations participating in this significant truce will take action,” he posted on his online channel.

When the two-day window neared, Hamas, joined by the Red Cross, joined teams from Egypt, who were granted permission by Israeli authorities to look for remains beyond the line marking the withdrawal of troops inside the territory. An official representative said the Egyptian team would use excavator machines and vehicles in the operation.

The search for the remains of individuals taken captive has become one of the most sensitive issues in the ceasefire agreed between the two sides. Yet, the attempt to find the bodies has been difficult from the outset, given the presence of an approximate enormous amount of rubble across the strip, where, as per local health authorities, at least ten thousand Palestinians are recorded as unaccounted for, buried under the debris.

Conflicting Statements on Remains Whereabouts

Hamas has claimed it does not know the exact whereabouts of all the remains, saying it has been unable to communicate with several of its teams that had been holding the captives and were allegedly eliminated during military strikes.

However, an official representative claimed that the organization was aware of the locations of the remains. “If Hamas exerted greater effort, they would be able to retrieve the bodies of our captives,” the official said.

US Stance and Weapons Surrender Talks

Although the US president has conceded that some of the remains are hard to reach, he said that “others they can return immediately and, for unknown reasons, they are not.”
